Since 2010, Skal has been a non-departmental public body under private law. This means that Skal Biocontrole is an independent organization with its own governing body. The Dutch Ministry of Agriculture, Nature and Food Quality has appointed the Skal Foundation for the implementation of statutory tasks arising from the European regulations on organic production. The European regulation allows member states to decide on how to structure their monitoring system. The Netherlands has chosen an unambiguous structure: one supervisory authority that is responsible for all statutory monitoring tasks within organic production. All costs of certification as well as supervision by Skal are financed by the registered companies.
